In reference to the Correspondence which has taken place on the subject of the seizure of the Prince Albert by the Cantonese Authorities and the proposed arrangements whereby the Vessel is to be restored on payment of a fine of $ 4,000. it appears to me that such fine added to Law Expenses and to the great deterioration in value
