I have the honor to acknowledge
the receipt of your despatch No. 163 of the
9th instant with reference to the case

the Prince Albert, and in reply to state,
for the information of His Excellency the
Governor,
that the
principle which influenced
the recommendation of a fine of £4,000
was
a
desire to release him from the
heavy penalty of the total confiscation
