I have the honor to enclose a petition in Chinese and in English from Quok Acheong the owner of the Steamer "Thince Albert," to H.E. The Superintendent of Customs Canton, praying for a remission of the sentence of confiscation of the Steamer and asking for her release upon the payment of such a fine as the mere literal breach of the Treaty would call for.
