I would add that I am at a loss to conceive how such a misapprehension of my intentions could have existed in the mind of M. Sampson, I have never had any communication with that gentleman on the subject. being informed by the Emigration Commissioners that they had received a letter from Mr. Thompson the Emigration Agent in China by which it appeared that I had proposed to enforce such regulations in this Colony .
