Your Grace has also transmitted for my information a Copy of a Letter from the Treasury and Copies of Correspondence which has passed between the Colonial Office and the late Bishop of Victoria in consequence of the omission from my Dispatch of the Certificate required by Clauses 7 and 8 of the Hong Kong Pension Ordinance in cases of a recommendation for Superannuation Allowance.

In reply I have the honor to state that neither at the time of transmitting my Despatch nor at present, could any person in the Colony be regarded as competent to give such Certificate, the Bishop being no longer in the Colony and I not having arrived until after Mr. Irwin's departure. I regret, however, that I did not point out that circumstance at the time.

As matters, therefore, stand at present I shall presume that the letter of Bishop Smith of the 10th May last has been accepted by your Grace as a practical compliance with the ...
