The main argument of the Memorialist was founded on the character of the Coolie Emigration as conducted from Macao, which he seems to infer must taint all Emigration from China, and I therefore think it may be useful to transmit separately some correspondence which has passed between myself and the Governor of Macao, which refers to that migration and throws some light on the tone assumed by the Macao Government in reference to it - I fear also that the inference from that Correspondence proves, there is no real intention on the part of the Macao Authorities to suppress the worst part of that traffic. Mere words and high sounding sentiments are substituted for straightforward action and a real determination to hunt down the organized system of Piratical Kidnapping fostered at Macao.
