It is not very clear how for it is within the power of this Legislature to take any action in the latter direction, but in any case it seems very undesirable that in questions more especially under Imperial charge, and now undergoing Imperial Revision, there should be any isolated interference or Legislation here—the intentions and wishes of Her Majesty's Government had been previously ascertained.

4. Your Grace will, I hope, find that in the enclosed reply, I have dealt with the subject so as to place the above points in an intelligible light, and I am thereby relieved from the necessity of dwelling longer on the subject here.

5. As connected with it, I think it advisable to transmit for Your Grace's information a statement of the migration from Hong Kong during the six years ending 31st December. Out of the total 49,251, it is to be observed that the great majority, 37,364, went to California and Australia—being emigrants, some of whom defray their own expenses.
