Appointments of Mr. Simpson
with regard to the whole Sorts Master, and promotion of the officers of the Department
in Hong Kong Post office -
"Who will be subordinate to him
i.e the H.K. Post office is to be entrusted to an officer with an imperfect knowledge of the English language - I cannot sanction this - so inform the Governor with regard to the above. Draw his attention to the promotion suggested - inform him that arrangements will be sent for Mr. I.W. Simpson to take charge in lieu of Mr. Richard Graves Macdonnell in all respects after
