Mr. Francisco Guilherme Machado, 1st Sorter, has been 9 years in the services, and I have no hesitation in reporting that his conduct in the performance of the duties of his Office has been such as to merit promotion to Machado's post.
Mr. Daniel da Costa, 2nd Sorter, has been 5 years in the services, during which I have found him an even energetic and careful Officer, and therefore consider that he is worthy of promotion to Machado's post.
