Courtesy requires me to bring to your attention the matter related to the table of charges of the Post Office there, and, that in the absence of any contrary instruction, the promotion in the Department should go by seniority, Mr Barradas taking Mr Simpson's place.

I have informed Mr Simpson of his appointment as Postmaster at Yokohama, and I enclose a copy of the instructions with which I propose furnishing him; these, with the records in the archives of the existing Packet Agency, will be assumed sufficient for his guidance at present, and I shall be glad to have the approval of His Excellency thereto.

I would also solicit the decision of the Governor as to whether the year's engagement for a Post Office at Yokohama is to be paid in advance, with a reduction of twelve per cent, or whether it is intended that it should be paid quarterly in advance, at the rate of £70 per month, in order that full instructions may be given to Mr Simpson on this point, and that the Lease Agreement may be drawn by the Law Officer in terms of Mr Barradas' memorandum of the 2nd April.

As regards the promotion of Mr Barradas, Clerk, to the position of Assistant Post Master General, I consider it proper in the strict and conscientious discharge of my duty to remark, that he is a Portuguese gentleman 18 years of age is not correct, it should be stated that he is not 18 years old as he has been in the services of the Post Office for 14 years; that he is...
