A system of fixed emoluments which are thought enough on the whole, and then leave the recipients to rely on their own resources and management. The Public perhaps loses in some respects by that kind of hard and fast line, but it gains the benefit of avoiding caprice and irregularity in the treatment by superior Officers, and securing equality of treatment to all its subordinate Officers. I am afraid that for these reasons exceptional indulgences cannot be encouraged.
