of the General's reasoning as to the probability of increased rent being from the tenants in the event of the claim for exemption not being allowed and that such increase will fall upon the Military Department for that Department by erecting Barracks of sufficient size to accommodate the troops may itself guard against such charges.
If rates
are not payable on houses
occupied by the Military, increased rates
must be paid by the other occupiers of
houses in the
City
which would in effect
be the shifting of a burden from one party to another. Such a state of things His Excellency does not feel himself justified
in
permitting and consequently,
Sees no
course open to him but to disallow the claim for exemption in accordance with
the opinion of his legal adviser.
