I have the honor to acknowledge the receipt
of your communication of the 15th instant together with the copy of a letter bearing date
the 12th April 1865 addressed to the then Assistant Commry General by the then
Acting Attorney General.
Your letter, communication and the aforesaid copy
were in due course submitted to the Governor.
His Excellency has instructed me
to state that in his opinion the solution of
