such as Barracks, Military Offices, or Depôts for Stores, &c.

The Ordinance under which Police Rates are levied is Ordinance No. 5 of 1835, and the only exemptions specified to be found in Section 7, which makes no mention of Military buildings. But it may be assumed that it is not desirable, whether legal or not, to levy rates on buildings used solely for Public purposes.

3. Claims have been made of a somewhat inconvenient character have of late been suddenly made for exemption of houses and Levying of portion of horses from rates, such as hired as Quarters for Officers during the current financial year.

Under the Ordinance (Section 1), the valuation for the ensuing year is directed to be made before the 12th November. The list of houses rated and parties liable, with the various amounts of such liability in each individual case, are then deposited in the Colonial Office, and are open to Public inspection for fourteen days during which appeals can be made to the Courts of Summary Jurisdiction by any Occupier or landlord who supposes himself in any way improperly rated. (Vide Sections 10 and 11).

When the time limited for appeal shall have expired the Governor in Council (Section 12) then fixes the rate, which is settled at such an amount as may cover
