Soon after my arrival I felt that
improvements in

Markets were both desirable and attainable,

and I do not think I can furnish Your

evident that useful reform
was easy of attainment.

No doubt the tendency of much recent legislation and also of some now

is to accumulate work and responsibility

on the Registrar General. I cannot help thinking that it is possible to avoid this
as he is the officer who may
be said to have
charge of the Chinese population
in a Colony where the Chinese are in the proportion of
20 or at least so to 1.
4. Nevertheless I do not find that
practically
his
work is
thereby increased in proportion to his increased responsibility for being an Officer of considerable ability, and thorough acquaintance with the Chinese, he quietly disposes of business over which he has
direct control, whereas when the several departments have to refer to him, the delays and correspondence
are increased almost in
direct ratio as his responsibility is diminished:
