Government takes on itself that duty solely with a view to the better protection of the Public. At the same time I am so sensible how easy it is to exceed estimates, and on the other hand that experience may suggest certain additional necessaries requisite to adopt and all qua causing expense, taking this margin would not be desirable to commence with four years, especially as three must elapse before the Colony can be reimbursed its first outlay.
