Saving unofficially obtaining the consent of Members of Council to the necessary expenditures, I was enabled to save much time by purchasing and fitting up a Hulk (at the cost of $9,000) without waiting for the actual passing of the Ordinance - nearly three months thus saved, and in two days the vessel will be moored in the place appointed for her, and I shall be able to proclaim the Ordinance as commencing from next Monday, the 17th Instant.

The probable receipts from fees for storage by Government will be rather in excess of than less than $6000 per annum. Out of this, $1700 per annum must be reserved for wear and tear of the vessel and the eventual replacement within 5½ years of the present Hulk with a new vessel. The cost of the Staff employed will amount to about $3000 per annum. In consideration of the great amount of additional labor and responsibility thrown on the Harbour Master, I shall, by advice of the Executive Council,
