2. When laying the enclosed Ordinance before the Council, I accompanied it with Statements, which appear sufficiently explanatory of the various amounts required to be provided by the Supplementary Estimates. I also append an Inclosure.

3. It will probably save considerable repetition, if I reserve any more extended review of the Financial condition of the Colony till transmission of the Annual Estimates of 1868, which must be laid before the Council in the course of next month.
