I inspected the newly arrived force and have great satisfaction in reporting that in the opinion of old residents here there never was a body of men landed in China. A so fine and large proportion of them had served in Jane's and Probyn's horse and have earned medals and various badges during their Service. The average height of the men is at least 5' 10", and I trust they will be found a valuable addition to the protective force of the Colony.

Having examined Mr. Breagh's correspondence and accounts, I have felt much pleasure in communicating to the Indian Government my satisfaction at the judgment, energy, and skill which he has displayed in executing the trust confided to him. He has been most successful in surmounting various difficulties and securing the services of most effective men. His knowledge of Hindustani and Punjabi will, I hope, make him specially useful. The former is still the language of the great majority of the present Police. I have therefore taken into consideration the personal exertions and fatigue which he has undergone in travelling through the various districts of the Punjab when collecting the men, and also the fact that his Indian pay and allowances have been entirely stopped for several months, whilst unlike those who enlisted in the previous Bombay Police, he has been allowed no money.
