The plan projected extension leeward of the Cantonments and includes the purchase of two lots (Fletchers) over which this Colony has reserved certain rights of resumption - and a stipulation for a prayer in front of the Colony in the event of any land being reclaimed to seaward - a project which Colonel Lovell without the privity of this Government loses himself to represent as one "that could not of course be allowed" to allowance & disallowance being nevertheless a matter beyond the control of the War department so far as Fletchers lots were concerned.
I am therefore instructed by His Excellency to express his great surprise at having been referred, under the circumstances which dispensing with all necessity for detailed explanation, to a letter written by Colonel Mordy in 1863 - which merely alluded in vague general terms amongst other topics to the possible expediency of doing...
