that numerous Gambling Houses
are
again springing up in this
Colony
There are I think two
principal reasons
for
this one is
a recent decision at the Magistracy that, bribery of a Police Constable to refrain from acting against Gamblers generally
and not
against a particular gambler, is not a legal Offence. this has, I hear,
revived the system
again
of weekly payments to some of the Police Constables - a system
that entirely demoralizes the Whole force in as much
