Fresh action is absolutely necessary, either
in accordance with that now suggested,
or
emanating from
appropriate instructions
devised by the Majesty's Government.

however
desirous
of finishing four Grace seisk the opinions of those who have resided here longer than myself. I yesterday laid before my Council the draught of this Despatch then
completed to the conclusion of the last paragraph. The subject was fully discussed by the Council and their deliberation
resulted in a
unanimous resolution "that"
the Council
agreed
in the
policy
and
suggestions contained in the first eleven
paragraphs of this Despatch, for dealing
"with Gambling
in this Colony"; but at the
same time desired to record their
opinion
that
the simple method of farming a monopoly
for keeping gaming houses under Regulation in Council would be found the
most efficacious for putting down unlicensed
"gaming and securing the effective cooperation
"of
the Chinese with the Police for the arrest
and detention of dangerous characters.

I may
add that the above
Resolution is in accordance with the views of every
Governor here since 1846, when the rapid
increase
of the Chinese population in this
settlement forced
the attention of the Executive the necessity of devising special
means
for dealing with Gambling, adapted to the peculiar habits of the Chinese race and the exceptional circumstances of the Colony.
