I decided to inquire into the circumstances connected with what seemed at the time an epidemic of refractoriness to labor, leading to self-mutilation. Not a single case of the kind has occurred during the last five months. Moreover, there is not the least ground for supposing that the new system of dealing with the peculiar criminal class of this Colony has tended to increase or diminish the daily average of crime.
This may also be considered as most satisfactorily indicated by experience. In proof thereof, I enclose a return of crimes committed during the months of March and April (to the 26th instant) in last year and the current year. It will be observed that the return shows an evident decrease in serious crime, whilst in minor offences such as gambling and being out at night without a paper, there is an apparent increase, due solely to the increased vigilance of the Police, as appears from the report of the Acting Superintendent.
The slightly more important question of how far the convivial and other useful labor...
...is obtained from the Convicts, or practised in connection with them. On the contrary, the amount of labor is still much below that obtained from free Coolies hired at 10 cents per day. In a word, those apprehensions may be regarded as entirely disposed of by the results of further experience.
