to Surinam of those already onboard the Nortland

and that the consequence

was, a serious loss to the

society in whose employ Messrs Lobscheide, Bourjan Hubener & co

were. No orders were

given or steps taken which would lead to

the compulsory cancelling of the "Portland's" Charter, the only

action taken was to see that

no Chinese left Hong Kong who were desirous of remaining behind. Messrs Lobscheide, Bourjan Hubener & Co have dispatched to Surinam 1318 emigrants under the regulations

which obtain at this Port, and which

are subject to my

control

and until now, I have not

heard that they received any other than support.

The

Charter could not

be carried out when M. Lobscheid

withdrew from acting for the Emigration society,

only

as

he

was authorised by the Netherlands Government to

recruit Chinese for Dutch colonies, the action of Messrs Borjan Hubener & co in the matter being to provide ships and funds.

it fully bears out my

views

as to the reasons for cancelling

the "Portland's" Charter and

that they

are not at all

attributable to any orders given by this Government or Mr Lobscheid would have made
