The Master of the "Portland" addressed to Mr. Thomsett as Immigration Agent, gave such full details of the visit of both those officers to the "Portland" and showed so convincingly that they were in no way concerned with the abandonment of that vessel's charter, that Mr. Sobscheid's "untruth" as it is very properly designated by the Netherlands Consul is brought and prominently to light.

12. Whether Mr. Sobscheid has been directly concerned in business may be a matter of question, but there is no doubt that the culpably lax manner in which he appears to have discharged his duties in connection with Immigration generally has led to abuses and irregularities of a very disgraceful character, and I trust his future employment in any such capacity will not be sanctioned by any European Government or respectable Association.

13. With a view to completing the information which Your Grace may require in reference to the transactions, which form the subject of the correspondence transmitted in Lord Carnarvon's despatch of the 21st February, I have now the honor to enclose the fullest account of the proceedings taken by the Police in reference to Mr. Sobscheid that I can find in the local Public journals.
