I have the honor to acknowledge your letter of 16th Instant, and I am directed by His Excellency The Governor to point out to you the groundlessness of your assertion that the persons whom you accuse of certain Crimes were taken over from Consular jurisdiction to the jurisdiction of the Colonial Government.
Such an assertion appears wholly inconsistent with fact as the action
