In presenting this view touching the inapplicability of the Extradition Treaty to the present case,

I feel perfectly assured that your case generosity of sentiment will certainly acquit me of any design of presenting factious opposition to the Government in my such ruling in the premises; for it is certainly my desire, as it is duty, to conform to all legal and proper requirements. And entertaining these views on the point in question, fortified as they have been by examples in Consular practice here and elsewhere, by the instructions of my Government, I took the liberty of requesting of the Colonial Authorities to allow to me, by comity, the means of safely detaining the accused persons until their case could be examined at this Consulate.

Having submitted the foregoing views, with the assurance of my perfectly good faith in so doing, I beg that I may be favoured with the final opinion of the Government on my application as above stated in order that my procedure may
