Should you not be in a position to substantiate by proper evidence the charge of Delicti juris Gentium, the Prisoners must of course, be discharged unless you make application for their detention and delivery under the Extradition treaty, and the question will then arise whether the offence alleged to have been committed is within the Treaty or not.
