Andrew James, were guilty of felonious and piratical acts on board said vessel. I have therefore the honor to request that said men, being of the crew of said vessel, may be placed under arrest, and safely retained by the Police Authorities of this Colony, until I can complete the examination and testimony touching the said charges now pending against them; and to await such order in the premises as may be made by this Consulate concerning them.

I confess myself unable to comprehend the principle upon which the U.S. Consul prays in this case. And, first, it does not appear from his letter whether the crime alleged to have been committed on board "the Parsee" comes within the catalogue of offences enumerated in 6th Vict. chap. 76 - an Act passed for giving effect to a treaty between Her Majesty and the United States of America for the Apprehension of certain offenders; but, secondly, if it did appear, no step has been taken by the U.S. Consul for the ...
