hold the onus primarily responsible for all accidents that may occur to the Convicts, and the onus of proving that such accidents have not arisen from inadequate means taken to prevent them must invariably fall on the head of the Survey department in the first instance.

You will therefore probably consider the present occasion suitable for revising any existing practice or regulations connected with the Superintendence of convict labor, and will report to me for the information of His Excellency any additional future precautions which past experience may render desirable.
