The necessity for such reinvestigation was however proved by the Council's agreeing with me as to the culpable apathy of all parties concerned, and by their recommendation that the Assistant Surveyor General Mr. Bird should be reprimanded — and that Machado, overseer of Convicts, and Sergeant Gant and Jose Alves — belonging to the Chain Gang, should be dismissed, with forfeiture of any pay due for this current month.
