to undertake such works do not extend beyond its jurisdiction, but there is also another consideration which must be held to increase or diminish according to circumstances, the obligations of every Government in such a matter. That consideration is the degree of necessity locally existing for undertaking such works. If there be dangerous rocks or shoals in the neighbourhood, and the adjacent waters have been the scene of frequent loss of life and property by casualties to shipping, then it may fairly be inferred that the obligation is proportionately heavy.

Now this is a matter of fact and I think it desirable that the Harbor Master should take the number of wrecks which have taken place in the adjacent waters during the last 10 years and, looking to Commander Reed's suggested Lights and Beacons, should report in how many cases probably their erection would have prevented such casualties.
