In reference to the question
of erecting Light houses and Beacons along the Chinese Coast, and the suggestion of Sir Rutherford Alcock that the Hong Kong Government should show example to the Chinese Authorities by creating certain Lights
To facilitate the navigation of the adjacent waters- I have already observed to Sir Rutherford Alcock- that the obligations of this Government
