I would propose placing
an elevation

Note... It is desirable to
have the lights on as
low elevations as
possible on account of the fog
or mists which so
frequently
hang about the coasts,
and it
is advisable to have them of high power to show through
these mists, and also to distinguish
them from the frequently brilliant lights shown from fishing boats in the neighbourhood of Henghing.
For the
Waglan light
for guidance of vessels coming from the eastward, I should
recommend
a
2nd class revolving
light, to be visible 20 miles,
on the comparatively
low flat
island of Waglan - which has
deep water close to it and would
be
safe and convenient to make. By steering for the light vessels would pass to the southward
