outside of its territory even though their utility to shipping whether bound to or departing from Hongkong might be unquestionable. It must also be remembered that although the projected Lights would be no doubt extremely useful - above all as showing

the anxiety of Her Majesty's Government to lead the way to improvements suggested by Her Majesty's Minister, it is nevertheless sufficiently proved by the few Casualties which recur in the neighbourhood of Hongkong that the approaches to the Island are unusually safe.

I would further notice your argument based on the supposition of the establishment of this Colony's depriving Canton of a considerable portion of Tonnage dues would be stronger, if this Government were a recipient of any revenue lost by the Cantonese Authorities.

That however is not the case.

Hong Kong continues a free Port open to the vessels of China as of all other Nations without the imposition of any Tonnage dues whatever, whilst facilities for shipment and transhipment and access to its spacious wharves and secure harbour are open to all without charge by the Government.
