A favorable reply has been received from the French Government who have promised to direct their Minister at Peking to concert with you such measures as may appear to be best adapted for arriving at the desired result: and I have now to instruct you to communicate with your French Colleague and to endeavour, in concert with him, to induce the Chinese Government to undertake the arrangement which are considered so important to the interest of Commerce by the Governments of France and England.
It is hoped that a similar instruction will be sent to the United States Representative at Peking by his Government, and that he will be able to cooperate with you and your French Colleague.
