The Duke of Buchenham is of opinion that this cannot be expected to incur any expenditure for the erection of Light Houses & Beacons which will not be needed for the Port, as the plans are not situate within the territorial limits of the Colony.

Setting, February, 11th 1867.
The inclosed Memorandum has recently been placed in the hands of the Foreign Representatives at Peking, setting forth the steps already taken by the Chinese Government to improve the navigation of the Chinese Coast and approaches to the open ports, and the further measures in contemplation to complete in a full and satisfactory manner the work thus actively begun.
I am induced to forward you copy of their interesting document without delay.
