5. With your Lordship's sanction I am quite prepared to propose to the Legislative Council the erection from Colonial fund of a suitable Beacon on the Pottinger Rock. Such Beacon may fairly be considered to come within the duties of the Colony, and its expense would probably not be very great. but I do not think any case is made out for throwing on the Colony either the cost of erecting Light houses or on the what is called "Colonial shipping" the burden of Light dues, in the absence
