2. As both Sir Rutherford Alcock and Mr. Hart, Inspector General of Imperial Customs, lay great stress on the expediency of this Colony showing good example by leading the way in the erection of such lights and buoys as may be required for rendering safe and easy the approaches to Hong Kong, and as they labour under considerable misapprehension as to the flourishing "condition" of the Colonial Revenue, I have endeavoured to put them right on those points in the enclosed despatch addressed to Sir Rutherford Alcock on Enclosure 42. 10 April 50
The latter document covers Copy of suggestions with Chart prepared at my request through the Senior Naval officer by Commander Reed, R.N., who is in charge of the Naval Survey here. He recommends there should be Lights, of which two or three should be first class, together with sundry Beacons, of which only one is proposed to be erected within the jurisdiction of the Authorities of this Colony.
