1. I examine the case and letter, it should have total leave of 2 months in a year in Canada, so that the aggregate leave, you see, is 8 years.

I think by R.M.'s statement that in February, I did not accede to Lord ...'s proposal, that it should be pointed out to him that he himself supported the officer's petition by alleging (as stated in the estimates) the hardship of their usual vocation.

I did not fully understand the workings of all the regulations respecting leave until I came to Hong Kong.

I do not see any good in having 6 months' leave for concurring any ... also that under the forest rule, the officer has no obligation to allow officers to accumulate their leave for 3 years. Inclosure at the end of 3 years, half pay for 2nd 3 months, the permission to accumulate for years to come was forwarded.
