Under all the circumstances I am not disposed to say, though I state it doubtfully, that the ends of justice will not have been sufficiently met by the punishment which Stanford has already undergone and that a remission of the remainder of his sentence may not be safely extended to him. I shall therefore direct a conditional pardon to be granted to him, conditionally that he leave China.
