At that time several draughts were in print, and it was intended to lay them before an early meeting of the Council, which seemed the appropriate line for placing Your Lordship's despatch on the table.
In the meantime it became certain that the Attorney General, who had already been thinking of obtaining leave, would take his departure at the end of the week. As no meeting of the Council could be held during his absence, I felt it was therefore undesirable to defer acquainting the Memorialists and the Members of Council with the decision of Her Majesty's Government. Consequently, I sent to each Member of Council a printed copy of Your Lordship's despatch, which I had previously forwarded to Mr ..., as representing the Memorialists against the Ordinance.

All this would have equally taken place whether such a person as the Editor of the Daily Press existed or not. The character and behaviour of that individual, or rather of Mr Munro temporarily filling that post, may be judged from the fact of his accusing me in a series of articles, some of which were copied into the ...
