Alibaugh. Proceedings by Bill of indictment by a Grand Jury has not been recently acted on is not that constitutional though here in abeyance still in force and ought it not in the difficult and doubtful state of the law under the present circumstances to have been resorted to?
Answer. It is well known that warrants, a warrant was issued, in consequence the action of a grand jury could not have been invoked, and the law does not require impossibilities.
