a copy of the same despatch to Sir Hercules Robinson,

as

it

is founded

on his comments upon a former

communication from myself to Your Lordship,

which had been transmitted to Sir Hercules

by Your Lordship.

It

is

possible that Sir Hercules

may

wish to make some

further observations on the opinions

which I have advanced, in

my despatch No 251, and it is very important that Her Majesty's Government

should have all the information attainable

before them, before arriving

at

a decision.
