It seems to me · for some years to come very important that the Colony should be secured in the retention of Mr Douglas' Services, and this can only be done by enabling him to feel that his services are really recognized, and by somewhat improving his condition, so as to add to the material comforts of himself and family in a climate, where those matters have sanatory importance.
Mr Douglas has made no application to me in this matter. I am entirely influenced by the extreme public necessity of securing that the Gaol here, which is conducted as creditably as this result is achieved under serious disadvantages and difficulties is almost entirely due to the special aptitude of Mr Douglas for his duties.
Every stranger who visits the Gaol, bears the same high testimony to the extraordinary cleanliness and exact discipline which pervades the whole establishment, and I trust Your Lordship will see reason for granting my request.
