incurred by the Colony establishments, but more the intention of instituting on its penal especially with a more deterrent system generally for suppresion of crime, and one more adapted to the very peculiar and exceptional circumstances in which this Colony is placed in reference to the population of the neighboring Continent.

Whilst the total number of Prisoners undergoing sentences at Stone Cutter's Island (and at the Central Gaol) on 31st March on my arrival here amounted to 767, I am happy to be able to report, that the present number in Enclosure is only 530. And this marked diminution, when it is considered that the detective capacity and energy of the Police has been greatly augmented. Therefore, whatever be the number of convictions, their proportion to the actual amount of Crime may be fairly estimated as greater than formerly, so that, if crime itself had increased, such increase would have been immediately shown by the Police records.
