I was at first apprehensive, that the new system might degenerate too much into a lazy application of our uniform rule to all, and the exchange of passes, clearances, and other documents over the Counter a matter of course operation of the present system in an opposite direction, and is having complaint whatever has hitherto been made of any partiality. On the contrary, it is surprising and satisfactory to at once notice the uniform obedience of the Chinese and their ready acquiescence in the Legislation, the wording of which is as satisfactory as possible.
6. I have no hesitation in saying that Piracy and connivating with Pirates can no longer be charged against Hongkong, which nevertheless was quite recently the Head Quarters of Piratical movements in these seas. I regret however to have information that leads me to suspect that Macao is now becoming the Head Quarters of Pirates, who have been driven from here and also from Canton by the increased energy of the Vice Roy.
7. I await further information on this subject, to justify me in making some representation to the Macao Government, but although I may fail to induce the latter to act with the same energy,
