The Auditor General to undertake, without substantial studious impediment to other regular official duties, the launching of the Stamp Ordinance and the arrangement of the office details and the training of the staff connected with it.
With reference to Your Lordship's despatch 119 of the 16th December last, I gather that the Agents had before that date been instructed to procure and forward you the Stamps and Dies specified in the requisition accompanying my despatch. I therefore expect the arrival of these within a month and am naturally anxious to be prepared to bring the Ordinance into operation as soon afterwards as possible, with a view to obtaining from it some addition to the financial resources of the Colony. As it should yield nearly 10,000 dollars for the year onwards, it is evidently desirable, if it is to be Law at all, to make it so without delay.
I therefore feel that I ought no longer to defer selecting the person intended to be entrusted with the responsible duty of bringing the Ordinance into operation. We will require some weeks to prepare the various forms and books as well as to adopt the necessary Offices for the working of the Stamp Department.
