In reply to your
letter of yesterday
transmitting a public Memorial in favour of watering the streets in Victoria I am directed by His Excellency Sir Richard MacDonnell to state that he will have
great pleasure in carrying out the wishes of the Memorialists if they will find the necessary funds.
It is impossible however that
convict labour so much wanted for
pressing occasions can be permanently
diverted for such purposes.
