I have the honor to report that I have appointed, subject to Your Lordship's approval and Confirmation, Mr. C. H. Horden, 5th clerk in the Colonial Treasury, to be 3rd clerk in the same Department from yesterday.

Bolivos that you require unusual assistance, he sees the course than to afford it lost arrears should again accumulate in your office. I will only grant the additional help on condition that you remodel your office, number 2 your clerks from the first to the lowest, and train them to make one another's duties interchangeable as may require.
When your establishment is completed you will have the goodness to furnish a list with salaries &c. to this office that it may be laid before His Excellency The Governor.
